Managed Care: The Future of Supports

The system of supports for people with developmental disabilities has evolved over the years from an institution-based system to a community-based support system based on meeting the needs of each person. This evolution was brought about by the people that we support, their family members, providers and our staff all working together.

Managed care is the next step in this important evolution, strengthening the coordination of each person’s supports, ensuring quality and challenging providers to deliver outcomes by helping people achieve their goals.

The Office for People With Developmental Disabilities is holding the first of many public forums that will be hosted by our Regional Directors for people we support and their families across New York State to provide information and answer questions regarding our evolution to managed care. This is also an opportunity for you to tell us what matters most to you when it comes to your services. 

In order to accommodate the greatest number of individuals with developmental disabilities and their family members, we ask that you attend no more than one public forum. The same information will be presented at all regional forums, regardless of location and date. These forums are intended for individuals with developmental disabilities and their family members. Separate forums will be made available to provider agencies and OPWDD staff.

* Each forum will be hosted by OPWDD’s Regional Office Directors. Regional Directors will ask people from the audience to share what matters most to them when it comes to their services. Comments can also be submitted in writing.

of webinars for individuals and families participating in selfdirection
(SD). The webinars are being
held as a result of feedback from individuals who selfdirect
their services and their families who
want to learn more and share questions or ideas with OPWDD. The purpose of the webinar is to
provide education and updates on selfdirection.

services or are interested in knowing more about it,

Acting Commissioner Delaney Announces Extension of Public Comment Period

Dear Friends and Colleagues:

The Office for People With Developmental Disabilities (OPWDD) is extending the timeframe for public comment on the qualification document posted in late August which outlines the requirements for the creation of specialized Managed Care Plans:

This qualification document includes requirements for education and experience for medical and clinical directors,
financial reserve requirements and other standards the plan applicants will be required to meet.
In response to feedback from our stakeholders, we are extending the public comment period by two weeks until October
17 to provide extra time for people to review this large technical document.
In addition, OPWDD will be preparing a presentation to outline the document for easier understanding. We will include in
the presentation the responses to questions we have already received through advocacy organizations and other
stakeholder groups. The presentation will be posted to the OPWDD website over the next several days.
We would like to encourage you to provide your comments on this document to peoplefirstwaiver@opwdd.ny.gov prior to
the extended October 17 deadline.

developmental disabilities services is essential to providing optimal flexibility, innovation and customization in our service
